AMSG is seeking a program manager/senior business analyst to support our customers with the Washington Headquarters Service (WHS), which manages the Emergency Management Support Services program.
Hours: 7am – 3:30pm, Monday through Friday
Education: Bachelors degree
Security Clearance: TOP SECRET
Required: Ten (10) years of project management experience in the development, management, and execution of major (over $400K budget per year) emergency management programs and the development, analysis, and execution of federal and DoD regulations and policy
Place of Performance: HYBRID - Pentagon, Mark Center, Raven Rock Mountain Complex (RRMC), and WHS-leased facilities in the NCR. The primary work site is the Pentagon, located in Arlington, VA.
Background: Washington Headquarters Service (WHS) is the essential services provider for the Office of the Secretary of Defense (OSD), Department of Defense (DoD) agencies, and offices in the National Capital Region (NCR). WHS provides a wide range of centralized capabilities to DoD headquarters, OSD, and DoD components, enabling economies of scale for delivering essential administrative services to fulfill the mission of the Department. WHS aligns under the Director of Administration and Management.
WHS directorates and personnel support the mission of our Defense Department customers by managing DoD-wide programs and operations for the Pentagon Reservation, including the Pentagon, Mark Center Campus (MCC), Raven Rock Mountain Complex (RRMC), and WHS-leased facilities in the NCR.
The WHS Facilities Services Directorate (FSD) maintains and operates facilities in the NCR. FSD is responsible for nearly 15M square feet of facilities and infrastructure supporting and enabling the Department of Defense Mission. FSD manages the Pentagon, Mark Center, and over 70 leased buildings, serving over 60,000 customers across the National Capital Region from OSD, Joint Chiefs of Staff, Defense Agencies, and DoD Field Agencies, and the DoD Components.
FSD’s mission is to ensure the 24/7/365 readiness of the Pentagon Reservation for DoD’s national leadership to execute their mission responsibilities and to provide the workforce at supported locations with a safe, healthy, resilient, energy-efficient, and operationally effective working environment. FSD provides facility-related Emergency Management support services for WHS and FSD staff.
Objective: The objective of this effort is to acquire administrative, management, and professional support services to provide effective management and operations of the FSD Facility Emergency Management Office, programs, and activities for WHS facilities in the NCR, including the Pentagon and Mark Center. The Program Manager/Sr Business Analyst will provide the following service categories:
- Facility Emergency Management Program Planning
- Continuity of Operations (COOP) Planning and Program Support
- Recovery and Reconstitution Planning
- Facilities Management Resilience Planning and Support
- Emergency Action Plans (EAPs) Development
- Development, Execution, and Support for Emergency Drills and Tabletop Exercises
- Directorate Corrective Action Plans
- Emergency Communications, Notification and Readiness Plans and Procedures
• Directorate Accountability Plans, Fourth Estate Personnel Accountability and Assessment System (FEPAAS) Updates and Standard Operating Procedures - Facility Emergency Management Outreach and Training Support
Responsibilities
- Prepare/update facility-related emergency management documents, plans, and procedures for the Pentagon Reservation and WHS-leased facilities;
- Conduct or assist with emergency drills and/or tabletop exercises;
- Update Directorate accountability rosters;
- Prepare/provide emergency management-related training courses or classes.
- Provide technical and operational support to the WHS/FSD Facility Emergency Management Office (FEMO) Program Manager, who supports various divisions within WHS/FSD.
