General Description: Provides technical support regarding USMC Counter-Unmanned Aerial Systems to the Marine Corp’s Air Combat Element (ACE) Division, Marine Air Command & Control System (MACCS) Integration Branch (MIB) in support of capabilities analysis, requirements generation, and budgeting.
Specific Duties: Provides technical support to the MIB for the development of Marine Corps/Joint capabilities documents and support of the Planning, Programming, Budgeting and Execution PPBE process.
- Ensures the successful execution of C-UAS MIB equities within the Marine Corps and Joint capabilities development systems;
- Performs a variety of complex analytical tasks associated with JUONS/ UUNS/ DUNS and JCIDS Documentation on MIB Systems;
- Provide technical analysis of proposed systems and review doctrine and documents for MIB concepts and capabilities;
- Provide analytical review/assessment of capabilities, gaps, solutions, risks, DOTMLPF-P assessments in coordination with stakeholders and the Fleet Marine Force;
- Provide Total Force Structure Management Systems (TFSMS) support and associated technical analysis and administrative coordination;
- Provide support and technical expertise for programmatic Test & Evaluation Master Plans (TEMP), Manpower Personnel & Training Assessments (MPTA); Life Cycle Sustainment Plans (LCSP).
- Works with stakeholders to solve capability requirements problems by supporting CBA process, Integrated Product Teams (IPT), Working Groups (WGs), responding to RFIs, and providing TTP evaluations/support;
- Supports the Branch Head and CIOs with document preparation, e.g., Information Papers, White Papers, Congressional inquiries and stakeholder briefs;
- Engage with senior leaders (GS-15/O-6/GO/FO/SES) in support of MIB initiatives;
- Responds to taskers and tracks document routing and related actions;
- Coordinate meetings and track subsequent action items.
Requirements:
- Ability to interact daily with the Marine Corps customer in a dynamic, fast paced environment, including multi-tasking and prioritizing requirements;
- Knowledge of DOTMLPF analysis, JCIDS Capabilities documentation development, Universal Needs, Urgent Universal Needs, Deliberate Universal Needs (UNS/UUNS/DUNS) statements;
- Excellent communication skills (written and oral);
- Background in Marine Corps Operations, to include MAGTF operations and staff integration desired;
- Experience with capabilities development desired;
- C-UAS/ UAS/ air defense experience is a plus;
- TFSMS Superuser experience is a plus;
- Former Action Officer at MCCDC or HQMC with knowledge of Marine Corps operations and staffing processes is a definite plus.
- Potential anticipated travel is 5 – 10%.
