Certification/Training: Functional Area 59 – Army Strategist experience, preferred.

General Description: Supports long-term vision and direction of the HQ TRADOC C2DAO for all command data, analytics, knowledge management (KM) strategy, governance, and initiatives. This includes:
- Developing Strategic Initiatives: help formulate and implement strategies to achieve business goals, such as market expansion, product development, or cost reduction.
- Providing Insights and Recommendations: present findings and recommendations to senior management, helping senior leaders make informed decisions.
- Data Gathering and Analysis: use various data analysis techniques to understand business performance and identify areas for improvement.
- SWOT Analysis: perform SWOT analysis to identify the strengths, weaknesses, opportunities, and threats facing the business.
- Business Case/Use Case Development: develop business cases to justify strategic investments
Additionally, the Candidate will collaborate with subject matter experts (SMEs) across the organization to support design and develop knowledge management programs and documentation that improve customer satisfaction and employee performance. The Candidate will conduct research, collect data, and analyze information to understand the effectiveness of policies and identify areas for improvement. This includes formulating research and analysis into writing draft policy documents such as strategic plans, Army regulations and policy memos for the organizational leadership.
Specific Duties: The policy analyst researches, analyzes, and evaluates policies, identifying potential problems and proposing solutions to improve them.
- Develop expertise in creating, implementing, and articulating strategies and become adept at leading operational and institutional campaign planning.
- Utilize formal and informal procedures and processes to develop strategy and plans in a multifunctional environment.
- Able to think in the context of time, plan on multiple horizons, and are comfortable with ambiguity and tension.
- Enable senior leaders to make fully informed decisions by creating and communicating products that tell a story, while applying sound logic and compelling evidence, resulting in clear, coherent options to achieve a desired purpose/end-state.
- Responsible for collaborating with subject matter experts (SMEs) across the organization to support design and development of strategy, plans, and policy.
- Support general product/deliverable development and review.
Requirements:
- Functional Area 59 – Army Strategist experience, preferred.
- Technical writer/editor with 5 years’ experience researching, writing, editing military (Army preferred) doctrinal manuals and publications.
- Experience in developing and implementing policies, regulations, plans and procedures; preferred experience equivalent to an Army Corps or senior, with a focus on data and analytics, and knowledge management.
- Experience writing business and enterprise strategies and plans that are consistent with Army/Other service and DoD guidance.
- Conduct research, collect data, and analyze information to understand the effectiveness of policies and identify areas for improvement.
- Write policy documents such as strategic plans, Army regulations and policy memos for the organizational leadership.
- Assist with the development of solutions, providing functional analysis and input that sets the standard for consistent knowledge collaboration throughout the organization.
- Possess knowledge and skill in the evaluation of agency plans, programs, operations, organizations, missions, and functions.
- Possess Strong analytical and research skills, critical thinking, problem-solving abilities, and the ability to communicate findings clearly.
- Possess a proven track record of producing high-quality written content (portfolio of past work desired).
