Location: 100% Remote
Education: A bachelor’s degree from an accredited college or university is required.
Years of Experience: Minimum of four (4) years of Federal Contracting experience
Period of Performance: 10/2025 – 9/2030
Clearance: Ability to obtain and maintain a Public Trust
Description/Scope:
The Sr Contracts Specialist will manage and support “cradle-to-grave” acquisition functions, including pre-award functions, post-award functions, price & cost analysis, preparation of award documents and supporting documentation, contract administration, and other related non inherently governmental functions.
Responsibilities:
- Prepare pre-solicitation documentation, including the solicitation, and prepare pre-award documentation, such as contract award/task orders. Advise, close out, and assist with awards for the procurement of supplies and services, while complying with FAR/VAAR & VHA guidance.
- Utilize VHA’s Procurement Action Lead Time (PALT) for the expected completion time for processing of actions.
- Research, analyze, and review all applicable policies, guidance, and regulations to support the Contracting Office and the Government Contracting Officer in their decision-making.
- Provide procurement assistance, advice, and guidance to the Contracting Office as requested.
- Advise the acquisition team as needed on price, cost, and/or financial-related matters throughout the development of sourcing strategies and throughout the solicitation, evaluation, negotiation, and award of contractual actions for leases, construction, supplies, and services.
- Provide cost and price analysis recommendations as requested regarding independent government estimates.
- Solicit, evaluate, negotiate, analyze, advise, close out, and assist with awards and terminations on contracts for the procurement of leases, constructions, supplies, and services.
- Other specific tasks include Acquisition strategy planning, reviewing requirements, developing Performance Work Statements (PWS) in collaboration with mission partners, market research to support strategy and justifications, source selection support, synopsis, and solicitation development, preparing mandatory contract file documentation, contract management, and administration.
