Position Summary

This position plans, builds, and manages the office's audio-visual (AV) studio spaces and control room. The employee works on-site to design the physical spaces, install and maintain equipment, and manage day-to-day studio operations. This is a contractor position. The PAO runs the office and directs its mission; the contractor's work products are services that support the PAO and the overall OAPMP mission.

The workspace includes two studios and one shared control room, each supporting a different type of production:

  • Studio 1 — Video-on-Demand Production: Used for recorded content such as instructional e-learning modules, staff messages, and promotional videos.
  • Studio 2 — Live Broadcast and Virtual Conferencing: Used for livestreamed events and virtual conferences. This space is like a video teleconference (VTC) room but includes more advanced production technology, such as a large video wall, teleprompters, and set pieces.

Position Type: Full-Time Contractor
Work Location: On-Site in Frederick, MD

Work Schedule: Full-time, on-site. Some evening/weekend work may be needed for live events
Travel: Occasional local travel may be required to support photographic mission requirements.

Clearance: Ability to obtain and maintain a Public Trust

Key Responsibilities

  • Plan the layout and build-out of both studios and the shared control room, including equipment selection and placement for each space's distinct purpose.
  • Install, configure, and maintain AV equipment across both studios, including cameras, microphones, lighting, switchers, a video wall, and teleprompters.
  • Operate the control room to support recordings in Studio 1 and live broadcasts or virtual conferences in Studio 2.
  • Serve as Technical Director on production days, leading the control room during recordings and live events, calling shots, and directing camera and switcher operators in real time.
  • Troubleshoot technical issues with studio equipment and systems in both spaces.
  • Manage equipment inventory, maintenance schedules, and vendor coordination for both studios.
  • Coordinate set design and set pieces for Studio 2 productions.
  • Train other staff in studio equipment use as needed.

Required Qualifications

  • Experience with AV system design and installation, ideally across multiple studio configurations.
  • Experience operating a control room (switchers, audio boards, camera systems) for both recorded and live broadcast production.
  • Experience serving as a Technical Director, including calling shots and directing a production crew in real time.
  • Experience with live events or virtual conference production, including video walls and teleprompter systems, is a plus.
  • Technical troubleshooting skills.
  • Project management experience for build-out or renovation projects is a plus.
  • Strong customer service skills, with the ability to translate content owners' vision and requests into finished productions.
  • Interest in and willingness to use new technology, including AI tools, to improve efficiency and quality of work, consistent with VA-approved tools and guidance.
