AMSG is seeking a Capital Planning Investment Control (CPIC) Analyst to support our customers at the Department of Veterans Affairs Office of Information & Technology.

The mission of the Department of Veterans Affairs (VA) is to provide services to more than 27 million Veterans who have so unselfishly served their country. To accomplish this mission the products and services of industry are required by a nationwide system of hospitals, clinics, data processing centers, and national cemeteries which require a broad spectrum of goods and services. Within VA is the Office of Information & Technology (OIT). OIT is the provider of choice for VA software solutions. They provide secure, reliable, well-designed enterprise application software and services that deliver accurate, consistent and timely information to meet our commitments to Veterans and achieve the goals of VA. The current OIT organization helps evolve business processes to reflect the industry’s best practices. The Information Technology Budget Finance’s (ITBF) Investment Oversight and Reporting Branch (IORB) is an organizational element within OIT and plays a significant role in ensuring OIT’s investments and projects meet Department-level mission and goals and the Office of Management and Budget’s (OMB) requirements.
 

Scope

AMSG provides support services to assist the IORB with reporting; developing and managing the Department’s Enterprise Project Structure (EPS); and overseeing investment and capital planning, including the analysis and impacts of changes and updates to OMB guidance related to the Annual, Passback, and Monthly Submissions to OMB. Further, AMSG provides a full complement of monitoring and assisting services for Major, Non-Major, and Standard IT Business Cases, including Capital Planning; the development, submission, and reporting of actual performance of IT activities; collecting, monitoring, and maintaining project budgetary documents; preparing and analyzing artifacts and reports for the annual IT Budget request for all Major and Non-Major investments; supporting Multi-Year Programming (MYP)/Budget Formulation (BF) activities; and preparing executive level presentations and reports on collected data.

Responsibilities:

The Candidate will provide CPIC support services in assisting with activities to verify complete, timely, and accurate submissions of Standard/Major/Non-Major IT investment data. Support Services and assisting activities include the following:

  • Monitoring investment and project status and participating in reviews as required. This requires ongoing verification of project data; and includes preparing detailed ad-hoc reports of large data sets relative to the assigned investment and performing detailed analysis of investment/project data by comparing planned, projected, and actual performance.
  • Preparing Standard, Major, and Non-Major IT Business Cases and developing investment artifacts for the OMB Annual and Passback Submissions.
  • Regularly communicating and collaborating with various stakeholders within OIT, including Investment Managers (IM), Project Managers (PM), Budget Analysts (BA), Procurement Specialists, subject matter experts (SMEs), and/or other individual team members to ensure OMB-reportable investment and project-level data is accurately recorded, updated, and reported; and to resolve investment and/or project-level discrepancies and inadequacies in a timely manner.
  • Engaging and interacting with IORB senior leadership to recommend process improvement activities where appropriate, and to elevate prolonged discrepancies and non-compliance issues (i.e., risk management and mitigation).
  • Referencing multiple systems, data sources, and VA’s internal reporting system to analyze OMB reportable data and ensure investment and project-level data and information complies and meets OMB and VA guidelines for Monthly OMB Submissions.
  • Collaborating with Procurement, Budget Analysts (BA), PMs/project teams to support building the Agency’s Budget Operating Plan (BOP).
  • Monitoring the Current Year Spend Plan and Funding Change Requests (FCRs) and analyzing project-level funding Revision Requests align with contract awards and out-year budgets.
  • Entering, updating, and validating Multi-Year Programming (MYP)/Budget Formulation data in the VA’s internal Budget Tracking Tool.
  • Analyzing MYP and BF data to support the annual submission of IT financial requirements, specifically to ensure IT funds are not used to fund non-IT projects and to ensure naming consistencies across multiple VA systems.
  • Actively participating in User Acceptance Testing (UAT) and providing feedback to support the improvement of the VA OIT’s internal investment and project tracking application and system.
  • Creating/updating/maintaining Standard Operating Procedures related to IORB’s daily tasks and processes.
  • Supporting the preparation and submission of the Agency IT Investment Portfolio Summary (AITPS), Agency Budget Accounts Summary, and the Agency OT Portfolio Detail.
  • Resolving problems, recognizing trends, supporting program audits, and identifying improvements to provide recommendations to the cand implement changes that improve inefficient processes.

Required Qualifications

  • 5-10 years of professional experience, specifically in government consulting.
  • 5+ years of CPIC experience supporting large complex federal government IT projects.
  • Highly organized, strong focus and attention to detail.
  • Ability to adapt to changing processes and ways of working.
  • Excellent interpersonal and communication skills through email and verbal interaction.
  • Ability to manage, organize, and analyze large data sets in MS Excel.
  • Creative problem solver and self-starter who provides solutions and recommendations for issues.
  • Able to work independently and work closely with team members when needed.
  • Able to work under pressure and manage multiple tasks under tight deadlines – may serve as a prime point of contact with the client and may be called upon to complete high-level deliverables.
  • Experience developing and submitting Standard/Major/Non-Major IT Business Cases to OMB.
  • Ability to support multiple teams and apply advanced, comprehensive knowledge of methodologies, principles, and practices related to project management.
  • Experience ensuring compliance with technological standards throughout a project’s lifecycle.
  • Proficient in MS Office, including Excel, PowerPoint, SharePoint, and Word.

Preferred Qualifications:

  • VA Public Trust preferred or the ability to successfully obtain one.
  • Solid understanding of the Federal Capital Planning process, OMB reporting requirements, and reporting cycles.
  • Knowledge of/certified in Technology Business Management (TBM) taxonomy.
  • Experience with Folio.
  • Advanced skills in MS Excel, such as pivot tables, macros, SQL, formats, filters, connecting to databases, etc.
