AMSG is seeking a full-time Program Manager with U.S. Army Training and Doctrine Command (TRADOC) or other Army/DoD experience and SharePoint experience in support of the TRADOC Office of the Chief Knowledge Officer (OCKO) Knowledge Management (KM) Support Services Contract.

General Description:

The Program Manager will provide a direct AMSG interface with the Army customer and report directly to the AMSG Account Manager for Marine Corps and Army Programs. The Program Manager (PM) and Alternate PM (APM) will be responsible for on-site execution of the contract with overall responsibility for the planning, coordination and execution of project tasks and the activity of 48 personnel through Team Leads, over a team spread across 10 Army sites. The APM, working together with the PM, will oversee and lead the SharePoint and Web development technologies integration team. The Program Manager shall have at least three years of experience in the past five years of leading, managing, and applying agile project management techniques to a project of similar scope and size.

 

Requirements:

  • Have business management experience and past performance in successfully applying creative problem solving, design thinking, disruptive innovation, process management/design, benchmarking, Lean Six Sigma, Kaizen, rate of innovation, change management, and related concepts, principles, and practices to programs of comparable scale and complexity.
  • Have skills, knowledge and familiarity with organizational behavior, organizational development and/or organizational management.
  • Experience with measuring and managing performance including development and utilization of Key Performance Indicators, Measures of Performance, Measures of Effectiveness, and performance management systems.
  • Experience with the Hoshin Kanri approach to program planning and operations.

 

Specific Duties:

  • Knowledge or experience in the annual planning process to develop strategic and other long-range program plans for government agencies
  • Understand customers’ needs and objectives from programmatic, financial, organizational, and technical requirements
  • In concert with the AMSG Account manager, interface with client management including the Contracting Officer, Contracting Officer Representative, and Alternate Contracting Officer Representative
  • In collaboration, PM / APM integrate Agile methodology and Agile Program Management across all activities.
  • Leverage best practices, techniques, and tools for project planning and execution, project management, ongoing milestone tracking, preparations of deliverables, communication, and development of key performance metrics.
  • Ensure that standards, processes, and documentation are followed for all projects
  • In concert with the AMSG Account manager, meet financial objectives by forecasting requirements; preparing budgets, schedule expenditures, analyze variances, and initiate corrective actions
  • Supervise sub-contractor and site-leads, who develop project plans to ensure timely completion of project deadlines, including identification of scope changes, critical path items, dependencies, etc.
  • Help build, develop, and grow business relationships vital to the success of the project
  • Ensure conformance to task specifications and contract provisions
  • Assign, schedule, and provide quality assurance of project team deliverables
  • Act as the Process Owner for major customer reviews, customer communications and change management in assigned programs
  • Maintain ownership of customer acknowledgment and sign-off process; including but not limited to Performance Work Statement activities, qualification tasks, delivery dates, costs and documentation requirements and any other contractual documents
  • Proactively identify project issues, risks, and resource gaps and work with the project team and/or AMSG business leadership for timely resolution
